Mutants
FL-49 was formerly known by the Galactic Federation as a Terran planet, its original inhabitants resembling humans like the ones on Earth. After the planet's apocalypse, the human population of FL-49 is no more, instead having been changed by the new environment into mutated humanoids. Their levels of mutation are varied, as are the types they have become.
Udd Udds are the mutants closest to still looking, thinking, and acting like regular humans. Although they have suffered the least mutation from Radiation X, they are still mutated and are therefore strengthened and healed by it rather than poisoned. Although they may act distrustful to outsiders, they are usually not aggressive unless provoked.
Pri The pries resemble udds in appearance at first glance, but don't be fooled. These mutants have succumbed to the mind altering affects of Radiation X and have become mindless and bloodthirsty! Incapable of forming basic thought or reason, they will attack any unmutated creature on sight. Fortunately, this means they do not know how to use weapons, and will instead attempt to bite or claw at them. They can also spread Radiation X to their victims, making them the closest FL-49 has to a zombie outbreak.
Ult Ults are much larger than udds and pries, and their mutation is a result of direct consumption or injection of large doses of Radiation X. Though they are bigger and stronger than pries, they are also more intelligent, using weapons and firearms to hunt their victims!
Gol There aren't many gols on FL-49, which is a good thing; gols look like giant versions of ults, and while they don't carry firearms, they are insanely strong and often do swing huge objects as weapons! What few gols there are cannot be reasoned with even among their ult cousins, making them one of the most feared abominations on this world!
Others Besides what FL-49's former human population has become, there may also be other mutated creatures based on whatever kinds of animal life existed before the apocalypse.

Name: Patriarch
Race: Powerpuff
Alignment: Neutral Good
Super Powers: Patriarch has all the standard abilities of a Powerpuff, all much stronger than usual due in part to having trained as a soldier since childhood. He calls his unique ability the Kinetic Sphere, in which he channels explosive energy into an orb and throws it like a grenade at his target. He is capable of tossing these both as volleys of small ballistic shots, or charging up to fire a single, giant bomb.
Origin of Powers: Chemical X Prime
Background: Patriarch is currently the oldest living Powerpuff in the known universe, having been born from a chemical explosion on the planet Xanocite twenty years before the birth of the Powerpuff Girls on Earth. Despite being in his late 30s at this point in his life, Patriarch still holds has a youthful appearance, likely hinting at a longer life cycle for Powerpuffs than humans.
Bored with his peaceful life on Xanocite with his twin sister, Patriarch took the opportunity to join Blizza's Empire, serving the emperor well until the day the emperor saw Matriarch as too great a threat to his rule. Blizza destroyed Xanocite and tried to lie to Patriarch about the incident, which turned him against the emperor. Patriarch eventually defeated Blizza and disbanded his regime, which had made him a hero in the eyes of the Galactic Federation. The Federation pardoned Patriarch for the damage he caused as one of Blizza's soldiers and offered him a position in the Federation Enforcers, which he accepted.
Twenty years later, Patriarch learned of the existence of Earth and the birth of the Powerpuff Girls. He traveled to Earth alongside an ambassador for the Federation who seeked council with Earth's ruler at the time, Mojo Jojo. Patriarch had hoped to meet his "daughters" and convince them to leave Earth with him to live in a Federation colony, but his plans were cut short when he suddenly found himself and the girls being targeted as "Threats to the Federation" and hunted!
During the battle that ensued, Patriarch and a rogue Federation Enforcer discovered a secret plot to pit the Galactic Federation against the Powerpuff race known as Project Daholuz. One of the masterminds of this operation was a genetic clone engineered from the scavenged DNA of Matriarch and Emperor Blizza. One of the other masterminds who joined Project Daholuz was Mojo Jojo himself!
The Daholuz Project was stopped and the clone was destroyed in battle with Patriarch and the Powerpuff Girls, but the damage was done. Several of the Federation's Enforcers were lost in the battle, including a childhood friend of Patriarch's who had defected from the Blizza regime and joined the Federation, struck down personally by Mojo.
Patriarch now has been offered the chance to rebuild by the Federation. They have authorized him to use Federation assets to renovate the ravaged planet of FL-49 and turn into a habitable place, which the Federation will rename to New Xanocite if he is successful. Patriarch hopes that by reinventing FL-49 into a planet suitable for colonization, he will be able to offer his kind a new world to live on, free of crime, war, and conflict.

Name: Mojo Jojo
Race: Mutated Chimpanzee
Alignment: Chaotic Evil
Super Powers: Mojo Jojo's enhanced brain gives him supergenius levels of intelligence, which he has used to manufacture all kind of machines, weapons, gadgets, and even variations of Chemical X in his countless attempts to defeat the Powerpuff Girls and take over as Supreme Ruler of Earth.
Origin of Powers: Chemical X
Background: The Chemical X explosion that resulted in the birth of the Powerpuff Girls also transformed Professor Utonium's pet chimp Jojo, increasing his brain size and turning him into a supergenius. It also had the unfortunate side effect of turning Jojo into a megalomaniac bent on destroying mankind and ruling the world, taking to calling himself Mojo Jojo. Despite his many attempts at world domination, Mojo Jojo has always been defeated by the Powerpuff Girls... until one day he managed to get his hands on the Key to the World, which made him the legal ruler of Earth!
Although Mojo seemed to change for the better, bringing about world peace, ending all crime, and hunger, and doing good as Earth's ruler, Mojo Jojo's evil desires still lingered in the darkest parts of his super brain. Those desires came back into light when he joined Project Daholuz in a bid to destroy both the Galactic Federation and the Powerpuff race as a whole and expand his rule to include galaxies, but like before, his plans were ultimately stopped by the Powerpuff Girls once again.
Mojo was arrested by Federation Enforcers for his crimes against the galaxy and sent to a prison that even he could not escape from, lest the vacuum of space be all that awaits outside its walls. Since then, Mojo Jojo has all but been forgotten by most people on Earth, many of which do not know his current whereabouts and assume he either passed away or disappeared, never to return. It is currently unknown to anyone not among the Federation's Enforcers as to Mojo's current condition.

Name: Did not have a true name and was called Imposter until adulthood. She has since legally acquired the name Blossom Younger.
Race: Mutated Powerpuff Clone
Alignment: Neutral Evil
Super Powers: Imposter has all the same abilities as Blossom when in her base form, including her Ice Breath, but she also has additional abilities, including being able to think like Blossom and read her thoughts and memories. She is also capable of transforming at will into and from a more monstrous form with gray skin, insectoid eyes, and an additional set of arms, which increases her strength and the effectiveness of her super powers at the cost of intelligence.
Origin of Powers: Born a clone based on Blossom. A serum manufactured by Mojo Jojo. Imposter has no actual Chemical X in her system, meaning she is immune to the effects of Antidote X.
Background Created as a clone of Blossom by the evil wizard Motrax, Imposter was supposed to steal a sample of Chemical X from Professor Utonium, then trick Bubbles and Buttercup into believing Blossom to actually be the fake, fighting and defeating her in battle. During that fight, Blossom managed to shatter the vial of stolen Chemical X hidden on Imposter's body, exposing her to its mutation effects and transforming her into a monster.
After she was defeated, Imposter escaped the Powerpuff Girls and hid in Townsville's sewers until she was discovered by Anarchy and Princess Morbucks. Imposter ended up allying herself with them in a bid to destroy the city, later getting Mojo Jojo to join their cause as well. Although Anarchy's insane plan ended in defeat by the Powerpuff Girls, Imposter once again eluded capture. She flew to the Townsville Correctional Facility to release Princess Morbucks and Mojo Jojo from prison, but only Mojo was still there. (Princess already having used her lawyers to avoid jail time)
In gratitude, Mojo cured Imposter of her mutation with Antidote X, then gave her a non Chemical X based serum which would grant her the ability to transform between her normal and monster self at will! Not realizing Mojo Jojo had done this to repay her (and as a showing of affection for her), Imposter felt obligated to stay with Mojo and assist him in his evil plans for world domination.
After the failure of Project Daholuz (which Imposter had assisted him in), Imposter was not able to escape capture this time. She was chewed out by Patriarch, who called her an abomination, a mockery and a blight on his entire race no different from the Daholuz clone itself! Only through the kindness and wisdom of Professor Utonium was Patriarch talked into sparing her life, but she was left behind on Earth as Mojo was taken away to be imprisoned by the Galactic Federation.
Imposter was detained by Professor Utonium in his lab while he attempted to find a way to remove Imposter's powers, but Antidote X had no effect on her and without Mojo Jojo, he couldn't make heads or tails of the serum he had used on her. During their time together, Professor began to feel pity for Imposter, seeing that she was alone and withdrawn now that Mojo was gone; a pale shadow of her former self. One day, he simply set her free, and she left without a word. She hasn't attacked the Powerpuff Girls or Townsville ever since, though it is obvious that some sort of animosity directed at Blossom still exists.
Never having a proper name for herself, upon reaching adolescence, she went to Citysville and legally acquired the name Blossom Younger for herself before returning to Townsville. Her current intentions are unknown.

Name: Federation Enforcer Sentry
Race: Robot/Artificial Intelligence
Alignment: Lawful Neutral
Super Powers: F.E.S. units are equipped with various weapons including blasters, chain guns, flamethrowers, and missiles.
Origin of Powers: Built in Federation weapons and technology.
Background: While most Federation Enforcers are organic lifeforms from various planets who serve more as a police force than a true army, the Federation Enforcer Sentries were designed for maintaining order on a larger scale. The original F.E.S. units followed basic programming and protocol, but all too often one would go rogue and attack fellow F.E.S. units or even living civilians and Enforcers, mistaking them as criminals.
The F.E.S. program was nearly canceled, when a brilliant scientist came up with an artificial intelligence that proved more reliable than the original programming. The new AI allowed units to become familiar with a living enforcer, a fellow F.E.S., or even an armed Federation civilian and could classify them as non threats, therefore not attacking them without provocation.
Most F.E.S. units are used by the Galactic Federation as personal guards, but some of them are sent on patrol or as messengers to distant planets outside the Federation's jurisdiction. Most current F.E.S. models have a personality AI based on an existing or previous member of the High Council, the face of the specific council member appearing on the monitor screens of the F.E.S. units representing them.

Name: Kambi Crimea Bomtal
Race: Alien (Devisar)
Alignment: Lawful Good
Super Powers: None, though Kambi claims her ability to mix the best drinks in the galaxy could be considered a type of super power.
Origin of Powers: N/A
Background: Born Kambi Crimea on the planet Devis, she fell in love with Diabol Rufus Bomtal after she lost the payment for her cruiser and was attacked by unhappy collectors, only for Diabol to jump in and save her life. She became Diabol's girlfriend and took up work as a waitress and a drink girl at a local diner while Diabol looked for work suitable for one of his size and strength.
That opportunity came when Devis was visited by the Blizza regime. The emperor saw great promise in Diabol as a soldier in his army and offered him the chance to join, which he accepted right away. The thought of meeting new people and punching their lights out was the perfect job for him! Kambi left Devis alongside her boyfriend and was given a job serving drinks to Blizza soldiers in the recreation room.
One day, Diabol came back from an expedition to the planet Xanocite, his face scarred from fighting with who was now his new best friend, a young boy named Patriarch. Kambi saw Patriarch as the son she had hoped to have one day, and kept him as happy and well fed as she would had he actually been her child!
After the Blizza regime was disbanded following Patriarch having slain Emperor Blizza on the planet Shineyenkin, Kambi took up a new job at Grubble's Cosmoburgers and has worked there ever since. The happiest day of her life came when Diabol proposed to her, and the two of them were wed a few days before Diabol took a new job as an Enforcer for the Galactic Federation.
Kambi was only a few months pregnant with their child when she heard the tragic news that Diabol had been killed, slain in battle by Mojo Jojo during the Daholuz project. Kambi was devastated by the news, but felt better after Patriarch explained to her that Diabol had sacrificed his own life to save the Powerpuff Girls, his daughters on Earth. Kambi met the girls during the Federation vs. Mojo Jojo trial that resulted in the incarceration of Mojo in the Federation Maximum Security prison.

Name: The Great Kai'zhar (He has renounced his human name)
Race: Mutant (Udd)
Alignment: Chaotic Neutral
Super Powers: Like all mutants, Great Kai'zhar is capable of surprising levels of strength and speed. He is a master with his weapon of choice, the Warblade of the Pantheon, which is a war sword nearly as large as he is. Somehow, he is actually even more powerful than other udds; he is possessed of a greater level of strength akin to that of the larger ult race of mutants, and is also much faster on his feet despite the heavy plate mail armor, helmet, mask, and giant blade.
Origin of Powers: Radiation X
Background: The Great Kai'zhar's past is shrouded in mystery, even among those who follow him. All that is known about him are his claims that all he has done has been through the guidance of the Pantheon of War Gods. The society he leads is based upon their worship.
After the 'Black Nectar of Xanocite War' as he calls it, which resulted in the eradication of humanity on FL-49, The Great Kai'zhar took over a large number of udd tribes and trained them in the art of warfare.
With his new army, Great Kai'zhar took over a castle that was overrun with ults at the time and settled in, calling it simply 'The Fortress'. He looks to forge ahead, making the now ruined planet recognize mutantkind as its new inhabitants, and sees the arrival of the Galactic Federation as a threat, an obstacle his army must overcome in order to achieve this goal.
There are those on FL-49 who see Great Kai'zhar as nothing more than a barbarian warlord seeking to conquer what little of the world still remains, but others still see him as the symbol of a lasting future for mutants. Like their leader, the army that follows Great Kai'zhar believe that the Galactic Federation seeks to cleanse the world of all mutation, and will gladly stand and fight to the last breath to prevent their own extinction at the hands of aliens.

Name: Seymour Saw
Race: Mutant (Udd)
Alignment: Lawful Good
Super Powers: Like all mutants, Dr. Saw is capable of surprising levels of strength and speed.
Origin of Powers: Radiation X
Background: Doctor Seymour Saw is a highly respected doctor of medicine on the planet FL-49. He is considered by some to be the leader of the udds that inhabit Udd City, although he personally sees what he does as part of the job he signed up for when he began studying medicine.
Dr. Saw has been experimenting on captured pries in between healing the sick and injured, hoping to figure out the exact cause of Radiation X induced mutation. He wants to know why some people were mutated into udds, and others into mindless pries.
